Nagaland Online Building Plan Approval System (OBPS)
1. Payment Terms & Conditions
1.1 Payment of Applicable Fees
All fees, charges, scrutiny fees, development charges, permission fees, penalties, or other applicable charges relating to building plan approval and associated services shall be payable by the applicant through the payment facilities made available on the Nagaland Online Building Plan Approval System (OBPS).
The applicable fee shall be determined based on the nature of the application, proposed development, building category, built-up area, location, applicable regulations, and other parameters prescribed by the competent authority.
1.2 Due Dates & Validity
Applicants shall be responsible for completing all required payments within the period specified in the applicable demand notice, application process, or communication issued through the OBPS.
Where a payment or application is subject to a prescribed validity period, failure to complete the required payment within that period may result in the application being kept pending, cancelled, or requiring revalidation/re-submission, as applicable.
1.3 Late Payment and Penalties
Where applicable under the prevailing rules, regulations, bye-laws, or orders of the competent authority, delayed payment may attract additional fees, penalties, interest, or other applicable charges.
Any such additional liability shall be borne by the applicant and shall be determined in accordance with the applicable provisions in force in the State of Nagaland.
1.4 Payment Responsibility
The applicant, owner, developer, or authorised representative submitting an application through the OBPS shall be responsible for ensuring that all applicable fees and charges are paid correctly and within the prescribed period.
Submission of an application or payment of fees does not, by itself, constitute approval or permission to commence construction.
1.5 Accepted Modes of Payment
Payments may be made through the online payment facilities integrated with the OBPS, which may include:
- Internet banking/net banking;
- Debit cards;
- Credit cards;
- UPI and other authorised digital payment methods; or
- Any other payment mode notified or enabled by the competent authority.
Where applicable, applicants may also make payments through designated offices or other authorised channels as prescribed by the concerned authority.
A digital payment receipt or transaction acknowledgement may be generated upon successful completion and confirmation of the transaction.
2. Refund & Cancellation Policy
2.1 Successful Transactions
Once a fee or charge has been successfully paid and the amount has been duly credited to the account/ledger of the concerned competent authority, the transaction shall ordinarily not be cancelled or refunded merely on the request of the applicant.
Payment of a fee does not guarantee approval of the building plan or application.
2.2 Failed Transactions
If an online payment transaction fails but the applicant’s bank account or payment instrument has been debited, the amount shall ordinarily be reversed or refunded through the applicable banking/payment gateway mechanism.
The time required for such reversal or refund may depend upon the concerned bank, payment gateway, or financial institution and may generally take several working days (usually taking 5-7 working days depending on your bank).
Applicants are advised not to make repeated payments immediately where the status of an earlier transaction is unclear. They should first verify the transaction status through the OBPS or payment gateway.
2.3 Duplicate Payments
Where an applicant has inadvertently made duplicate payments for the same application or demand due to a technical or payment-related issue, the applicant shall contact the concerned competent authority and provide the relevant application number, transaction ID, payment receipt, and other supporting documents.
The matter shall be examined by the competent authority and, where permissible under applicable rules, the excess amount may be adjusted or refunded.
2.4 Excess Payments
Any excess payment made by an applicant may, subject to applicable rules and approval of the competent authority, be adjusted against future dues, fees, or other eligible charges.
Refund of excess payment shall be subject to verification and the financial rules/procedures applicable to the concerned authority.
2.5 Application Withdrawal or Rejection
Withdrawal, rejection, cancellation, or non-approval of an application shall not automatically entitle the applicant to a refund of fees already paid.
Any refund, adjustment, or waiver shall be governed by the applicable rules, regulations, orders, or directions of the competent authority.
2.6 Exceptional Cases
In exceptional circumstances involving technical errors, erroneous payments, system duplication, or other circumstances recognised by the competent authority, cancellation, adjustment, or refund may be considered at the discretion of the competent authority and in accordance with applicable financial rules.
3. Privacy Policy
The Nagaland Online Building Plan Approval System (OBPS) respects the privacy of its users and is committed to protecting information provided through the portal.
3.1 Collection of Information
The OBPS may collect personal, property, application, professional, and technical information necessary for processing building plan applications and providing related services.
Such information may include, where applicable:
- Applicant/owner name;
- Contact details;
- Address;
- Property details;
- Building/project details;
- Identification or registration details;
- Documents uploaded by the applicant;
- Details of architects, engineers, or other authorised professionals;
- Payment and transaction information; and
- Other information required for processing the application.
The information requested through the portal shall be used for the specific purposes for which it is collected, including processing applications, scrutiny, approvals, communication, payments, record maintenance, monitoring, and statutory or administrative requirements.
3.2 Protection of Information
Reasonable administrative, technical, and security measures shall be adopted to protect information submitted through the OBPS from unauthorised access, misuse, alteration, disclosure, loss, or destruction, subject to the limitations of internet-based systems.
Users are responsible for maintaining the confidentiality of their login credentials, passwords, OTPs, and other authentication information.
3.3 Sharing of Information
Personal information submitted through the OBPS shall not ordinarily be sold or disclosed for commercial purposes.
However, information may be shared with Government Departments, Urban Local Bodies, statutory authorities, service providers, payment gateways, or other authorised agencies where such sharing is necessary for processing applications, providing services, verification, statutory compliance, audit, legal requirements, or other legitimate Government purposes.
3.4 Automatically Collected Information
For system administration, security, monitoring, and statistical purposes, the OBPS may automatically collect certain technical information, including:
- Internet Protocol (IP) address;
- Domain name;
- Browser type;
- Operating system;
- Date and time of access;
- Pages or services accessed; and
- Other technical information required for operation and security of the portal.
Such information may be used for system administration, security monitoring, troubleshooting, analytics, and improvement of the portal.
3.5 Cookies
The OBPS may use cookies or similar technologies where required for authentication, security, session management, functionality, and improving user experience.
Users may configure their browser settings to manage cookies; however, disabling certain cookies may affect the functionality of some services.
3.6 Retention of Information
Information and documents submitted through the OBPS may be retained for such period as may be required under applicable Government rules, record-retention policies, statutory requirements, audit requirements, or for the purposes for which the information was collected.
