Pradhan Mantri Awas Yojana – Urban (PMAY-U), a flagship Mission of Government of India being implemented by Ministry of Housing and Urban Affairs (MoHUA), was launched on 25th June 2015. The Mission addresses urban housing shortage among the EWS/LIG categories largely and also the MIG by Credit Linked Subsidy by ensuring a pucca house to all eligible urban households. The Municipal Affairs Department (State Level Nodal Agency) has been implementing this Mission in 32 statutory towns. The vertical component of “Beneficiary Led Construction (BLC) – New Construction & Enhancement” is being implemented in the State. Under this Scheme, Central Assistance of Rs.1.50 lakh is provided to eligible beneficiaries to Construct New Pucca house. In addition to RCC concrete houses, construction of wooden and Ekra houses are also considered.
THIRD PARTY QUALITY MONITORING (TPQM) STATUS UNDER PMAY-U MISSION
Third-Party Quality Monitoring (TPQM) is a mandatory component for projects sanctioned under the PMAY-HFA Mission. Accordingly, The Municipal Affairs Department has engaged Innovative CADD Centre, Indore as the Third Party Quality Monitoring Agency (TPQMA) under the mission to monitor the quality of houses constructed under the Beneficiary Led Construction (BLC) vertical of the PMAY-HFA (U) Mission.
In compliance with these requirements, the TPQMA, in coordination with the PMAY-U Engineering team, has conducted three site visits for all 72 BLC projects under the PMAY-HFA (U) Mission. Following these visits, their submitted reports were thoroughly scrutinized, and all remedial measures suggested by the TPQMA were implemented. These actions were subsequently approved by the State Level Sanctioning and Monitoring Committee (SLSMC), and the corresponding Action Taken Report (ATR) has been submitted to the Ministry.
SOCIAL AUDIT STATUS OF PMAY-U MISSION
Activities Conducted
Under the PMAY-U Mission, the Municipal Affairs Department engaged NABARD Consultancy Services (NABCONS) as an Independent Facilitating Agency for Social Audit. A Memorandum of Agreement (MoA) was signed between the department and NABCONS on December 20, 2020.
Accordingly, the IFA (NABCONS) conducted Social Audits for 32 towns under 61 BLC projects (enhancement and new houses) in four phases. Activities included site visits, one-on one beneficiary interactions, stakeholder meetings, and document verification.
The IFA (NABCONS) submitted final reports for 32 towns. These reports cover observations on key parameters, including awareness, participation, effectiveness and efficiency, transparency, inclusion, issues, recommendations, and complaints.
A consolidated state-level report for all 32 towns has been submitted to MoHUA.
