General Information

There are 3 (three) types of ULBs in Nagaland categorized on the basis of population viz Municipal Council, Town Council and Urban Station Committee. As on January 2026, there are 3 Municipal Councils and 36 Town Councils (Refer Table no 1) and 22 Urban Station Committee (Refer Table no 2). As per the NMA 2023, the Urban Station Committee (USC henceforth) shall be composed of such members to be appointed or elected as the Government shall by notification direct. At present, ULB elections are conducted only in Municipal and Town Councils, while the USCs are administered by the Administrative Officers of the State Government.

Out of the 39 statutory towns in Nagaland, Twenty-five (25) Urban Local Bodies are governed by duly elected councillors, who are assisted by Chief Executive Officers (CEOs) or Executive Officers (EOs) from the State Civil Services. Fourteen (14) Urban Local Bodies did not participate in the ULB election due to political reasons. Consequently, these 14 ULBs do not have elected councillors and continue to be administered by Officers appointed as Administrators by the State Government.
