As per the provisions of the Nagaland Municipal Act 2023, there are 3 (three) types of urban local bodies in Nagaland viz Municipal Council, Town Council and Urban Station Committee. At present, there are three Municipal Councils and thirty six Town Councils (Refer Table no 1) and twenty two Urban Station Committees (Refer Table no 2). As per the NMA 2023, the Urban Station Committee (USC) shall be composed of such members to be appointed or elected as the Government shall by notification direct.
The Municipal and Town Councils in its present arrangement can be broadly classified into two categories:
- ULBs governed by duly elected Councilors: Out of the 39 (thirty-nine) statutory towns in Nagaland, 25 (twenty-five) urban local bodies are governed by duly elected Councilors, who are assisted by Chief Executive Officers (CEOs) or Executive Officers (EOs) from the State Civil Services.
- ii. ULBs administered by the Administrators: 14 (fourteen) urban local bodies did not participate in the ULB election due to political reasons. Consequently, these 14 ULBs do not have elected councilors and continue to be administered by officers appointed as Administrators by the State Government.
